What the experts say about commonly asked special education questions...
What is special education? Simply stated, a special education is a customized instructional program designed to meet the unique needs of an individual learner. It may necessitate specialized materials, equipment, services, and/or teaching strategies. (Gargiulo, Special Education in Contemporary Society, 2006, p. 9)
Why is special education necessary? When a student is identified as being exceptional, a special education is sometimes necessary. Recall that just because the student is disabled does not mean that a special education is automatically required. A special education is appropriate only when a pupil's needs are such that he or she cannot be accommodated in a general education program. (Gargiulo, Special Education in Contemporary Society, 2006, p. 9)
How do I get special education for my child? In order for a student to receive the specialized services available under IDEA, two criteria must be met. First, the student must be identified as having one of the disability conditions identified in federal law, or a corresponding condition defined in a state's special education rules and regulations. The conditions include mental retardation, hearing impairments (including deafness), speech or language impairments, visual impairments (including blindness), serious emotional disturbance, orthopedic impairments, autism, traumatic brain injury, multiple disabilities, other health impairments, or specific learning disabilities (IDEA, 2004, PL 108-446, Sec. 602[3][A][i]...The second criterion for eligibility is the student's demonstrated need for specialized instruction and related services in order to receive an appropriate education. This need is determined by a team of professionals and parents. Both criteria must be met. If this is not the case, it is possible for a student to be identified as disabled but not be eligible to receive special education and related services. These students may still be entitled to accommodations or modifications in their educational program [under Section 504/ADA]. (Hardman, Drew, & Egan, Human Exceptionality, 2008, pp., 26-28)
If you believe your child needs special education, you may ask the school for a referral form. Complete the form, sign, and return it to the school office. The school must consider your request and may initiate the process for assessing your child for special education.
